My own private feud with the State of North Carolina DMV

My car is currently registered/titled in Wisconsin as owned by "HAZELWOOD HEATHER E AND HAZELWOOD SUSAN J."
Much like Becci's dilemma of what does (or doesn't) the J in her middle name stand for, I am in trouble because of the AND.
It's my (limited) understating that the State of North Carolina would prefer it to say OR.
But it says AND... And, in the State of North Carolina that means BOTH owners have to be present to register/title the vehicle.
Or, if that's not possible, the non-present owner must sign a Power of Attorney form "allowing" me to make any and all decisions about registering & titling the noted vehicle and (much like Becci's name "change") have it notarized and give it to the other owner.
Then, the other owner may take the form to the DMV and attempt (I'm not stupid, I know the first 3 trips, at minimum, will be attempts) to register/title the vehicle in the State of North Carolina.
A few things of note:
(1) The State of North Carolina likes to have things notarized (Becci's name "change," my Mom's Power of Attorney to me, etc.). Perhaps this is why they can't seem to find my voter registration form that I sent in, on time, to be able to vote in a few weeks. You see, that form didn't require notarization. Perhaps I'll rant on that topic a bit more in an upcoming blog post.
(2) This Power of Attorney form is tricky, of course. No where does it ask for the VIN, but it does ask for the Engine Number and the Serial Number. My State of Wisconsin Title provides the VIN and the Product Number. So Mom & I did our best but who wants to bet that we guessed wrong and will have to try again very soon?
